Consolidated Bill Groups Created Before 12.2.10 Upgrade Cannot Be Queried In Consolidated Bill Group form (PAXINBGR) (Doc ID 2788637.1)

After upgrading from 12.2.6 to 12.2.10 and applying patch:32956391 consolidated bill groups that exist pre-upgrade cannot be queried in the Consolidated Bill Group form (PAXINBGR), newly created ones can be queried.

The expectation is that all consolidated bill groups will be returned when querying the form.

Steps to reproduce:
1. Using a Projects responsibility, navigate to Billing -->Consolidated Bill Group.
2. Perform a blind query in the form and only newly created consolidated bill groups appear.


 Upgraded from 12.2.6 to 12.2.10 and applied patch:32956391
