QA Collection Element shows as read-only in forms but shows as not read-only in Maintenance Mobile App

EXPECTED BEHAVIOR

Expect that Collection element be read only in all tech stacks

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

You can use any responsibility that can create or update Collection Plans and/or Elements
 

1. Set up collection plan where an element is made read only
2. View element in collection plan using form and element is read only
3. View element in collection plan using Mobile and element is not read only
