EBS: Mainlogin page images are not displayed properly after applying July 2020 CPU

Symptoms
ACTUAL BEHAVIOR

After applying the July 2020 CPU patch 31198341 EBS login page is distorted in IE11 browser
EBS Mainlogin page images are not displayed properly
Only under Compatibility View in IE11 browser everything looks fine and IE11 is not supported in compatibility mode
EXPECTED BEHAVIOR
-----------------------
Globe on the EBS login page should not be broken and color on "Accessibility" should not show different color
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply July 2020 CPU patch 31198341
2. Restart the application services
3. Type the EBS login page in IE11
4. Distorted Globe image and distorted lines and color above "Accessibility" is seen
