Project Name List Of Values Does Not Work in Project List Page when Prsonalization is Disabled (Doc ID 2789887.1)

ACTUAL BEHAVIOR

In project list page
 
When personalization is disabled on the Project List form and trying to create a new search, cannot select a value from the list.
Also, with disabled personalization, until user clicks on "New Search", the page does not respond to clicking on "Show Filters".
 

EXPECTED BEHAVIOR

Expecting to select project from list of values when personalization is disabled
 
STEPS:
----------
1. Set the profile 'Disable Self-service Personal' to Yes. This step will disable personalizations.
2. Goto Projects Super User responsibility.
3. Navigate to Projects: Delivery > Project List
4. On left side panel, the Project is not available in List-of-values.
