Symptoms
After upgrade from 12.1.3 to 12.2.9,
while submitting any Self Service (HRSSA) EIT/ SIT transactions, the page is going to below error after sometime.
ERROR

No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login in to employee Self Service responsibility
2. Create an EIT Transaction-->Click on submit button
3. Page will go to error.
