Web ADI - Oracle Ribbon Menu Not Appearing in Excel Templates After Applying Jan-21 CPU Patches (Doc ID 2790466.1)

Symptoms

After applying Jan-21 CPU patches Web ADI templates are being created but without the Oracle Ribbon menu
seen in the Excel worksheet. This was working properly prior to the application of these patches.

The Oracle Ribbon menu is not present and also Oracle is not seen in the Add In menu of Excel.
This is true for all webadi templates, all users.

Office 365 is being used.
Profile BNE: Enable OOXML Standard is set to No.

Steps to recreate this issue:
1) Logged into Desktop Integrator responsibility.
2) Create document
3) Created document in Excel is missing the Oracle Ribbon Menu in Excel.


Changes

 Jan-21 CPU patches were applied.
