iProcurement Requisition Error "Failure Of Web Server Bridge"

Symptoms
In iProcurement responsibility, when Submitting Shopping Cart for Requisition with lines in excess of 2000, the application results in Timeout with Error :

Failure of Web Server bridge:
No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.

No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Shop > Stores
2. Add items to Shopping Cart
3. Click Submit
4. Activity icon just spins
5. After approximately 5 minutes the reported error occurs in a popup window
