Why are the Actual Completion Dates for assignment system milestones not being filled in automatically by the 'Compute Milestones Completion Date for Assignments' concurrent program ?

System Milestones have been created and assigned. When the 'Compute Milestones Completion Date for Assignments concurrent' program' is run, it is expected that the program will set the actual completion date for these milestones.
