Issue found in creating Ship To Location from Order Entry Form

In pre-upgrade (11i) instance, the City and State gets autopopulated when the postal code is entered. However, post upgrade finding that the behaviour is different for the City and State are getting populated only after the user is taken back to the main order page. In pre upgrade instance this used to happen in the stage prior an the user could review the information and correct it if needed before proceeding to next stage. However losing this functionality after upgrade. How to get original  functionality be restored?
