On : 12.2.9 version, Requisitions

ACTUAL BEHAVIOR
---------------
After 12.2.9 upgrade, Rescheduling Requisition program is not updating the need by date on IRs.
ISO request date & need by date on IR are different. When tried to sync need by date using po_reschedule_interface, date doesn't change, the next message is displayed 'Update is not allowed for this line. Setting the status to Error'.

EXPECTED BEHAVIOR

Need by date should be updated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the E-Business Suite and choose the Purchasing Module.
2. Run Reschedule Requisition to update Need By Dates
3. Date is not changing as expected
