No Pages Found Under Order Management Super User Responsibility

Symptoms
After upgrading from R12.1.3 to 12.2.10, upon a successful sign-on to R12.2.10 environment the Home menu will not render any submenus/functions
under the Order Management Super User responsibility. It only displays a message "No pages found".
When navigating into: System Admin> Security> Responsibility> Order Management Super User, the following error occurs.

Error: APP-FND-01572: Invalid foreign key data was found for this record.
Value 70603 for column MENU_ID does not exist in table FND_MENUS_VL
-- Steps
The issue can be reproduced at will with the following steps.
1. Upgrade from R12.1.3 RUP5 to 12.2.10
2. Navigate to Order Management Super User responsibility
3. See "No pages found".
