NI Multiple Assignments Flag Incorrectly Set When Profile HR:GB Default Aggregation Is Set to NI (Doc ID 2791765.1)

Symptoms

Problem Statement
NI multiple assignments flag is checked when profile HR:GB Default Aggregation is set to NI

This is happening in below scenarios:

  1. When update assignment details using hr_assignment_api.update_gb_emp_asg
  2. Create and hire a new applicant from self-service:
    Navigate Manager Self-Service->Hire;
    Enter the details of a new person to hire;
    Go to People form and confirm record;
    Confirm hire completed;
    Record created with NI Multiple assignments selected
  3. Create employee and assignment record effective 1st Apr.
     Flag assignment record as an OPW (Off-payroll Worker)
     Create secondary assignment effective 1st Apr.
     In manager self service update the assignment hours of the secondary assignment effective 1st Apr.
     Check the NI Multiple assignments flag. This is checked and it shouldn't be


    Steps to Reproduce
    System Adminstrator responsibility>Profiles>System. Set profile HR:GB Default Aggregation to NI at Site level
    Scenario 1:
       1. UK HRMS Responsibility>People>Enter and Maintain
       2. Create new employee with effective date=sysdate
       3. Create new assignment
       4. Run hr_assignment_api.update_gb_emp_asg to update employee category in correction mode
       5. Navigate to UK HRMS Responsibility>People>Enter and Maintain query the employee
       4. Navigate to Employment tab and check NI Multiple assignments flag

    Scenario 2:
       1. Navigate to Manager Self-Service->Hire
       2. Create and hire a new applicant from self-service
       3. Navigate to UK HRMS Responsibility>People>Enter and Maintain and confirm person record was created
       4. Navigate to Employment tab and check NI Multiple assignments flag

    Scenario 3:
       1. UK HRMS Responsibility>People>Enter and Maintain
       2. Create new employee with effective date=sysdate
       3. Create new assignment. Navigate to Others>Extra Information>RTI Information. Set Off-Payroll Worker Indicator to Yes
       4. Create secondary assignment effective 1st Apr.
       5. Navigate to Manager Self-Service. Update assignment hours of the secondary assignment effective 1st Apr
       6. Navigate to UK HRMS Responsibility>People>Enter and Maintain>Employment tab. Check NI Multiple assignments flag
