RGFSGXML: Program - Publish FSG Report Parameter Form Erroring With APP-FND-00806 (Doc ID 2791823.1)

Symptoms

Attempting to submit a specific Financial Statement Generator (FSG) report using the RGFSGXML: Program - Publish FSG Report and 
receive the following error when attempting to populate the parameters:

APP-FND-00806: The default value <DisplaySetName> is invalid for the Display Set Id segment.
Your default value will be ignored. Please inform your system administrator that:

Add the value <DisplaySetName> to the value set for Segment Display Set Id,
or choose another default value in the Key Flexfield Segments for or Descriptive Flexfield
Segments from. Use the Edit Concurrent Program or Define Report Set  form for Standard
Report Submission Defaults.

Steps to Reproduce the issue:
1) Log into a General Ledger Responsibility.
2) Navigate to Reports -> Request -> Standard.
3) Query program -  Program - Publish FSG Report.
4) Select the report at issue.. the parameter form is displayed.
5) Immediately the reported error is seen in the form.

This is only occurring for a specific FSG report.
The FSG at issue has a Display Set assigned to it in its definition.
Attempting to select the same Display set via the Display set parameter form and it does not return in the list of values for this Specific FSG.
The same FSG can be submitted without error from the Reports -> Request -> Financial form.

This has not worked in the past and is an issue specific to this FSG definition.

 New FSG report, this has not worked in the past.
