Symptoms
When attempting to submit a custom request set , the following error occurs.
ERROR

AFPSRS cannot resubmit your concurrent request xxxxxx. You cannot submit concurrent requests for a disabled concurrent program XXX. Contact your System Administrator to enable the concurrent program.
