Goal

There is no P11d data to submit to HMRC, however Flexible Benefits need to be declared.
But P11D(b) section is included in the main P11D submission. If no user has P11D benefits, then P11D Process - XML Output is not generating any output
How to submit adjustments on P11D(b) if there is no P11D data to submit?
