[WF_NO_USER] error occurs while assigning responsibility to new User (Doc ID 2792771.1)

Symptoms

On : 12.0.6 version, Basic SysAdmin functions, maintenance

ACTUAL BEHAVIOR
---------------
In Production, while creating new user in user define screen below exception

ORA-20002 FND_USER_RESP_GROUPS_API.INSERT_ASSIGNMENT


EXPECTED BEHAVIOR
----------------------
No error should occur while assigning responsibility to new user 


STEPS
-----------------------
The issue can be reproduced at will with the following steps

1.Log in to EBS with the SYSADMIN user (or a user that has access to the System Administrator responsibility).

2.Select the System Administrator responsibility.

3.Navigate to Security | User | Define.

4.Create user and add responsibility

 

Tracing FND_USER_RESP_GROUPS_API.INSERT_ASSIGNMENT give below details

 

While insert into wf_attribute_cache following error is raised

Application user cannot be created  and assigned responsibility in Oracle Applications
