Item Description Not Updated Correctly When Updating Using The Translation Form (Globe Icon) (Doc ID 2792854.1)

Symptoms

Item Translations not working properly in all cases.

Following Behavior Correct
Change the item description by modifying the "description" field.
When saved, form correctly updates the description of the item in current organization and all other organizations).
The description is correctly applied also to all the languages that have the same source_lang=US.

Following Behavior Incorrect
Click the translation (Globe) icon in the tool bar and change the description and changes are applied only in the corresponding source_langs of the current organization.
If the US description is changed that applies to other languages, the description is only saved in the current organization.

Expected Behavior
When updating the description field inside the translation panel, it should behave be as when updating the main description field.
That is to apply the changes to all the organizations, in all the languages with the same source_lang you are logged in with.

Steps

  1. Create new item TEST_ITEM in multi-language environment (inventory_item_id = 123456)
  2. Run query:   select * from mtl_system_items_tl where inventory_item_id = 23965316;
    Results show: 
    ItemId OrgId Language Source_Lang Description
    123456 111 D US my test item
    123456 111 DK US my test item  
    123456 111 E US my test item  
    123456 111 F US my test item
    123456 111 I US my test item

  3. Assign item to child org ABC
  4. Run query again:

  5. In Master Item form, change description to "changed desc" and save
  6. Run query again (everything still looks correct):

  7. In Master Items form, click the Globe icon (Translation form opens showing each language (German, Danish, Spanish, French, Italian, American English)
    Each has Description = "changed desc".
    Change the description for "American English" to "original desc" and save.
  8. Run query again: (All descriptions have changed to "original desc")

  9. In Master Items form, click the Globe icon again.
    Change description for "Italian" entry to "descrizione italiana".
  10. Run query again: (description change is only made to the line with Language = "I" and only in the master org (OrgId=111))

  11. Sign out and back in using Italian language
    Open Engineering Master Items form  again in org=ENG
    Query the item
    Description shows as "descrizione italiana"
    Click "Globe" icon and only language "Italiano" shows  description "descrizione italiana"
    All other languages show description "original desc".
    Change description for "Inglese americano" (American English) to "american desc" and save.
  12. Run query again:
    ItemId OrgId Language Source_Lang Description
    123456 111 D US american desc  (this changed to "american desc")
    123456 111 DK US american desc  (this changed to "american desc")
    123456 111 E US american desc  (this changed to "american desc")
    123456 111 F US american desc  (this changed to "american desc")
