Timecard Submission Concurrent Request did not process all of the mid-week hires
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter Employee:
2. Hire Date: Mid Week Hire date
3. Time-Entry Screen
4. Submit Timecards for all the employees for a Period
5. Run Timecard Submission Concurrent Request
