Resource Usage Variance (RUV) Calculated by OPM Pre-Processor, Even Though Resource Usage in Batch Matches Usage in Costing Recipe (Doc ID 2793185.1)

On : 12.2.8 version, Subledger Accounting

ACTUAL BEHAVIOR
---------------
OPM PreProcessor (OPP) is calculating RUV variances for a batch, but all of the resource usages seem to be equal to those in the costing recipe.

This seems to happening specifically for resources set to Fixed scaling.

EXPECTED BEHAVIOR
-----------------------
Expect there to be no RUV when the batch actual usage matches the costing recipe usage.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run OPP (OPM Financials > OPM Accounting Pre-Processor).
2. Run the Detailed Subledger Report (View > Requests > Submit New Request) and see the variance, or look at the data in GMF_XLA_EXTRACT_HEADERS/LINES tables using sql.
