ECC dashboard not translated to Latin American Spanish

Symptoms
Enterprise Command Center (ECC) V6 dashboard is not translated to Spanish language and shows in English.
Oracle E-Business Suite (EBS)12.2.10 is integrated with ECC V6, and have two languages US and Latin American Spanish (ESA) enabled.
Login as ESA (using a windows machine in Spanish, browser in Spanish) all menu in EBS are translated to Spanish, but ECC dashboard is displayed in English.
STEPS

The issue can be reproduced at will with the following steps:
1. Integrate EBS with ECC V6 by following steps from Doc ID 2495053.1
2. Login as ESA (Spanish)
3. Access ECC dashboard
