Symptoms

An error is received when attempting to republish workplan

Reproduce by steps

Use Projects Superuser responsibility for SSWA (Self Service Web Apps)
Query project and click on Workplan
Click on Maintain Versions screen and hit Republish
This kicks off the concurrent PRC:Process Structure Updates which completes in Error
