Problem statement

Bank Statement Upload (CLE: Central European Bank Statement Loader) fails with error if bank account balance in the statement is negative due to overdraft.

Error message
-------------
ORA-06502: PL/SQL: numeric or value error: character to number conversion error.

Steps to replicate
------------------
The issue can be reproduced at will with the following steps:
1. Cash Management Superuser responsibility for Czech Republic
2. Go to View > Requests > Submit a New Request.
3. Run the CLE: Central European Bank Statement Loader program.
4. Notice that the program failed with error.

Expected behavior
-----------------
Expectation is such that the bank statement upload program should be completed successfully.
