When attempting to test tax calculation after <Patch 32527290>, the following error occurs:

The issue can be reproduced at will with the following steps:
1. Apply <Patch 32527290>
2. Run Quickpay for an employee in Seattle who has 0 hours in the period

US HRMS Manager > Person > Enter & Maintain > (query employee) > Assignments (button) > Others (button) > Quickpay 


3. Observe error
