Order Purge Selection Not Returning Al Eligible Records To Purge When Using Creation Date High And Order Number Low And High Parameters (Doc ID 2795199.1)

Symptoms

ACTUAL BEHAVIOR
---------------

Order Purge Selection is not selecting all matching rows and showing only 10-20% iof the total actual records that should be in purge set.
This is occurring when the creation_date_high parameter is used.

If for testing a non-selected order number is used in the parameter, the selection is putting the order to the set. Looks like there is a bug.


EXPECTED BEHAVIOR
-----------------------
Expect orders that are eligible to be purged are returned and purged.




STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. OM Super User Responsibility
2. Order Purge
3. Enter date in the Creation Date High Parameter.
