When attempting to Submit the Quarterly Tax Return Worksheet (Form 941 - PDF) the following error occurs for Quarter 2

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Customer submitted the Quarterly Tax Return Worksheet (Form 941 - PDF) for Quarter 1 on their 12.1 instance
2. Customer in May 2021 upgraded to 12.2 instance
3. Submit the Quarterly Tax Return Worksheet (Form 941 - PDF) for Quarter 2 on 12.2
4. Observe the error

Quarter 1 Quarterly Tax Return Worksheet (Form 941 - PDF) was filed on Oracle EBS Application 12.1
