ACTUAL BEHAVIOR:

Error while opening the India Tax Details form on Sales Order.

ERROR MESSAGE:
----------------------
ORA-01406:fetched column value was truncated.

STEPS:
----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to India Local Order Management Responsibility.
2. Enter a Sales Order and navigate to Tools> India Tax Details form
3. See the error on India Tax Details form.
