ACTUAL BEHAVIOR

Upgraded from 12.1.3 to 12.2.9 RUP13
Till Jun-2021, payroll was run in 12.1.3. Jul-2021 is the first payroll in 12.2.9 after the upgrade. Tax Deduction is not as expected in 12.2.9 for Jul-2021. Applying the payroll mandatory patches also did not resolve the issue.
STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade to 12.2.9
2. Run payroll
Responsibility: HRMS/Payroll Manager
Navigate to View > Requests > Submit New Request > Payroll Run
3. Check the results
Responsibility: HRMS/Payroll Manager
Navigate to View > Assignment Process Results
