Which User Should Be Used For The Db Link? (Doc ID 279663.1)

Setting up Cross Instance Data Transfers.
The "primary" instance is supported in another country,
and although DBA teams work in close co-operation,
they do not share passwords to the instances,
and the password changes are not syncronized.

Because of this, would rather not use the apps user when setting up the GL database link.
Can you recommend a different user, would the GL user be a suitable alternative?

Going to creating the database link using the GL Superuser Responsibility with the following:

navigation path Setup : System : Database Links
and choose New Database Link.

The screen that pops up has the following fields:
Database Name
Description Connect String
Domain Name
APPS User Name
APPS password

Would like to avoid using APPS for this, so if the GL id and password is used instead,
do you think there would be any problems with the data transfer?

Would it be possible to create a new user that does have the correct privileges to submit the request?
If so, which privileges would need to be granted?
Would prefer not to use the APPS user and password for this if it can be avoided, because of the ongoing maintenance issues.
The APPS password is changed on a very regular basis.
