While Defining first Party registration ,Location LOV(List Of Values) is not listing any values and
the following error occurs.

FRM - 41830 : List of Values contains no entries

STEPS TO REPLICATE
-----------------------
The issue can be reproduced at will with the following steps:
1. (N) > Oracle Financials for India > Party Registrations > First Party Registrations
2. Pick the Regime,Organization Type and Organization Name
3. Click on Location LOV and find below error
