SOURCING SUPPLIER USER CANNOT SEE ANY UNREAD ONLINE DISCUSSION MESSAGE

Symptoms
On Release: 12.2.10 version, Auction/RFx creation
When attempting to view New Online Discussion as a Sourcing Supplier User no unread message appear.
ACTUAL BEHAVIOR
Sourcing Suppliers cannot see any unread Online Discussion messages when viewing Active and Draft Responses.
EXPECTED BEHAVIOR
Sourcing Users expect to see any unread Online Discussion messages when viewing Active and Draft Responses.
STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Sign on to Application
2. Select Responsibility: Sourcing
3. Navigation: Sourcing Home Page ->> Published Negotiations ->>
4. Click: Negotiation RFQ # XXXXX (CLOSED) ->> Open: RFQ XXXXX ->>
5. Actions: Online Discussions ->> Click: "GO" ->>
6. Opens: "Online Discussions" - Messages ->>
7. Click: "New Message" with the two checkboxes activated
(All Suppliers, and All Internal Members)
8. Sends Online Discussions (RFQ XXXXX) - To Suppliers ->>
(Test # 4 - Closed RFQ)
9. Switch Responsibility to Sourcing Supplier
10. Navigation: Sourcing Home Page ->> View Active and Draft Responses ->>
11. Locate Response Number: xxxxx ->> Open Quote: xxxxx (RFQ:XXXXX) ->>
12. Actions: Online Discussions ->> Click: "GO" ->>
13. Notice: There is an unread message for the Supplier, that is Not listed on the Home page.
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, Sourcing Supplier users cannot see any new Online Discussion Messages.
