Credit Account is not derived for already accepted expenditure item.

EXPECTED BEHAVIOR

Credit Account should be derived for already accepted expenditure item.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Project responsibility.
2. Navigate to Expenditures > Expenditure Inquiry > Projects
3. Query project number and expenditure item id.
3. Review cost distribution line for expenditure item.
