Symptoms
On : 12c version, Java APIs : Delivery Services
After upgrading OMS to 13.5, setting up EMAIL Delivery in xmlpserver is failing.
Upgraded OMS/OEM from 13.4 to 13.5.
Both the email server and server hosting the xmlpserver didn't change.
Setting up of EMAIL Sever Delivery in xmlpserver fails.
No error on the page.
The following error appears in the biserver1.out log file:
ERROR

Could not establish connection. com.mail.util.MailConnectException: Couldn't connect to host, port: <domain name>, 25; timeout -1; nested exception is: java.net.ConnectException: Connection refused (Connection refused)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into xmlpserver.
2. Navigate to Administration tab.
3. Navigate to Delivery -> Email.
4. Select Server.
5. Add Email Server information.
6. Test Connection.
