After Session Timeout Wrong User Name Populated in User Name Field of Login Page

Symptoms
Wrong user name appeas in login page (R12.2.5 or higher).
It gets reproduced intermittently and very rarely.
- User A logs in and gets session time out.
- The user is redirected to login page. Since there is an expired cookie in the browser user name A should appear in greyed out form.
- But user B is appearing in the login page. Found in logs that User B also logs in same time.

Also if refer to Section 2.3.6. Shared Desktop Security in R12: Recommended Browsers for Oracle E-Business Suite (Doc ID 389422.1) and enable "Force Page Refresh" profile option but the issue happens again.
