ACTUAL BEHAVIOR
---------------
When trying to create a personal task in Create Personal Task HTML page, users cannot select the time (hours and minutes) for this task.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in with Field Service Manager responsibility and open Dispatch Center form.
2. Go to Gantt Chart.
3. Right click on a resource and select Create Personal Task option from the menu.
4. When clicking on the start date / end date lov, Calendar popup will be displayed, but users can only change the date, not hours and minutes.
