No Confirmation Message Is Appearing When Creating and Associating Failure Codes (Doc ID 2798146.1)

Symptoms

On : 12.2.9 version,

When creating new failure codes there is no successful creation message after Save or Apply button is used

Expect to have a message stating the creation was done successfully

The issue can be reproduced at will with the following steps:
1. Responsibility: Maintenance Super User
2. Failure Analysis -> Failure Tracking Setup -> Define failure codes
3. Add new failure code and save/apply
4. Observe no message
