ECC: INVITMECCDL: Items Dashboard Data Load Fails With Error "Dataset inv-item-manufactures registration failed with error Could not load collection from ZK: inv-item-manufactures" (Doc ID 2798217.1)

Symptoms

After upgrading to ECC V6 we get errors executing the refresh process for "Items Dashboard Data Load" in several data set keys.
The job_id in ECC Developer ends with the status "PARTIAL SUCCESS".  The following errors can be seen in the debug log:

16:09:21.871 [pool-4-thread-1] DEBUG 4.o.e.i.u.s.i.IRDataLoadServiceImpl - startJob --> job 41028 application pim, collection inv-item-manufactures was being served by pool-4-thread-1 for load type FULL_LOAD
16:09:21.874 [pool-4-thread-1] DEBUG 4.o.e.i.u.s.i.IRDataLoadServiceImpl - true loadType FULL_LOAD -- inv-item-manufactures--41028
16:09:21.875 [pool-4-thread-1] DEBUG 4.o.e.i.u.s.i.DataLoadControllerServiceImpl - loadDataForDataset --> application pim, collection inv-item-manufactures was being served by pool-4-thread-1 for load type FULL_LOAD
16:09:26.894 [pool-4-thread-1] ERROR 4.o.e.i.u.s.i.DataLoadControllerServiceImpl - Collection inv-item-manufactures failed with error  There is an error while registering the collection  Collection inv-item-manufactures Deletion ->  Success,  Configset inv-item-manufactures Deletion ->  Success, inv-item-manufactures Collection  -> Dataset inv-item-manufactures registration failed with error Could not load collection from ZK: inv-item-manufactures
16:09:26.897 [pool-4-thread-1] ERROR 4.o.e.i.u.s.i.DataLoadControllerServiceImpl - Error while rollbacking due to issue in collection registration
org.apache.solr.common.SolrException: Could not load collection from ZK: inv-item-manufactures

As a result, the Data Load does not complete successfully/fully.
