When attempting to change item category in third party registration form
the following error occurs.

Duplicate Header Information
STEPS
-----------------------
The issue can be reproduced at will only if the Duplicate third party registration for Customer+Site Exists
1. Query the Problematic Customer + Site combination where duplicate records exists
2. Try to change the item category
3. The reported error occurs
