Problem Statement
When attempting to Run Delivery Details Data Load as FULL_LOAD the following error occurs. Even after applying FND <Patch 31314389>:R12.FND.C

There is an error while trying to ingest data for this load rule
INV_ECC_OUTBOUND_UTIL_PVT.GET_ECC_DATA_LOAD_INFO with dataset Delivery_Details for job 29,089 ORA-06502: PL/SQL: numeric or value error: character to number conversion error

Shipping Dashboard > Delivery Details Data Load > ECC - Run Data Load ends in error

Issue happens after upgrading from ECC V3 to V4 and applying FND <Patch 31314389>:R12.FND.C
