Diagnostic Console Pop-Up Message (Doc ID 2799734.1)

ACTUAL BEHAVIOR
---------------
Normal user logged in and received the following Warning message

"Personalization is currently disabled. Your application might not work as expected."

After clicking the warning message the Diagnostic Console appeared

The user is not having System Administrator and/or Application Developer responsibilities assigned.

It is needed to identify if Oracle apps Diagnostics-> Examine is enabled for that user for which Diagnostic Console appeared.
