Consolidated Invoices OAF Giving Error: "No Backend Server Available For Connection" (Doc ID 2799935.1)

Symptoms

On 12.2.10:

Consolidated Invoices OAF giving error:

Failure of Web Server
bridge:

No backend server available for connection:
timed out after 10 seconds or idempotent
set to OFF or method not idempotent.

STEPS
=======

1. Navigate to: Project SuperUser--> Billing-->Consolidated Invoice Review

2. The "Search Consolidated Invoices" page open

3. Enter:
   Consolidated Bill Group = <>
   Consolidated Invoices Number = << Consolidate Invoices Number>>

4. 1 record returned
  It should open with the Consolidated Invoice details,
  But currently it goes to error as below:
