Comment Is Garbled When Opening Disposition Details After Installing Item

Symptoms
ACTUAL BEHAVIOR
After installing the Item from Perform Part Removal / Install, when the Details of Disposition is opened, the Comment(is having '?') is garbled.
EXPECTED BEHAVIOR
Expect that there are no garbled comments present. '?' should not be present.
STEPS
1. Login to Oracle Apps
2. R) CMRO -> Production -> WorkOrders -> Select a Work Order -> Select 'Perform Part Removal / Install'
3. Click Workorder Dispositions to view the list of dispositions...
4. Select one of the Dispositions and find that the details are displayed correctly, however, the 'Comments' has a '?'. This should not be present.
