Retrieving Income Tax Rules Error: APP-PAY-72835: An error has occured while retrieving Income Tax rules set up at the GRE Level (Doc ID 280021.1)

Symptoms

Get message when click on the Tax information button on Assignment form:

APP-PAY-72835: An error has occured while retrieving Income Tax rules set up at the GRE Level, for this assignment.


Federal tax form opens fine after clicking on OK in above error message box.
Click on State Tax button - form opens fine
Click on County Tax button - get the same error message and County tax form does not show up.

Tried executing the deltax.sql and no records were deleted.

Employee records were loaded into the Application via custom Data Loader utility.
