admkappsutil.pl Generates appsutil.zip with No Files Included

Symptoms
Actual Behavior
When running admkappsutil.pl on AP tier it generates appsutil.zip with no files included. There is only directory included when decompressing the appsutil.zip file.
Expected Behavior
When running admkappsutil.pl on AP tier it generates appsutil.zip with files included.
Fact
1. The MakeAppsUtil_<sysdate>.log output does not show any error message
2. Zip version is 2.3
3. FileUnzip.java version is 115.41
4. AP tier runs on 32-bit AIX 6.1 OS
5. AP tier mounts Windows Server 64-bit OS NFS shared disk storage
6. appsutil directory generated under $APPL_TOP/admin/out includes files
Steps
1. Run admkappsutil.pl on AP tier
