Context Value does not exist When Creating New SR With DFF In iSupport

Symptoms
When creating a Service Request for a given SR type in iSupport, the following error is displayed. This works without errors in the instance where the CPU Patch 32071646 is not applied.
Errors
Context Value Value NEW XXX-XXX (SEGMENT4) for the flexfield segment Context Value does not exist in the value set $FLEX$.DF_CONTEXTS.

Steps
(R) iSupport User
Click on Create Service Request
Enter Values for DFF setup
Click Apply
(R) iSupport User
Click on Create Service Request
Enter Values for DFF setup
Click Apply
