On : 12.1.3 version, Outside Processing
When attempting to update the Usage Rate or Amount Value on the Resource Requirements Screen for an OSP Resource, the following error occurs.
ERROR

FRM-40654: Record has been updated. Requery block to see change.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigation: WIP: Job/schedule details->Operations->Resource Requirements
2. Try to update the Usage Rate or Amount Value
3. See above error
