Project's ECC 'Update Expenditure' Link Gives 'You Do Not Have Security To Access This Page' on Drilldown. (Doc ID 2801697.1)

ECC 'Update expenditure' link gives 'You do not have security to access this page' when trying to drill down into the expenditure item information. There are no other issues with access and users are able to access Expenditures fine through the Expenditure Inquiry in the forms based application (Project Costing Super User). ECC Analyzer shows no issues with install. Drill down to expenditures from the Capital Workbench is not an issue.

Steps to Reproduce:

1.  Projects Super User responsibility (self service application).
2.  Costing Dashboard | Project tab | Go to the very bottom of the first page brought up
3.  Select the 'Update expenditure' link icon and the error is returned
