Goal

FND_GLOBAL.APPS_INTIALIZE() call is causing Concurrent Program for XML Report error out without any error codes/messages. FND_GLOBAL.APPS_INTIALIZE() call is being called inside the report trigger before submitting the bursting program. This functionality was working before the database upgrade.
