On : 12.2.9 version, Change Management

ACTUAL BEHAVIOR
---------------
Change Tasks are not displayed according to Sequence Number before the Change Order is submitted. Once, submitted the order is shown correctly.
The tasks should be displayed in proper sequence before clicking on submit so that it is easier for the Change creator / other users to edit tasks sequentially.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Development Manager > Change Management > Create change order > Add revised items > Check Tasks tab > See the sequence is jumbled up.
2. Submit ECO > Check tasks again > See they appear in the correct sequence.
