iProcurement Receiving Batch Process Mode (RVCTP) Is Not Working (Doc ID 2802184.1)

When receiving in iProcurement and using Batch receiving mode no transactions are processed using Batch mode.

Steps To Reproduce:
1. Setup Profile option RCV: Processing Mode = Batch
2. Perform Receiving through iProcurement
3. No schedule or running of the Receiving Transaction Processor program is performed
4. Checking this transaction in Receiving Transaction Status Summary form shows there is no data in the receiving interface table (RCV_TRANSACTIONS_INTERFACE).  But the transaction shows as being created in Receiving Transaction (RCV_TRANSACTIONS) without running the Receiving Transaction Processor.


After Receiving in iProcurement, this transaction will be stored in Transaction Status Summary form with Transaction Process mode = Batch and status Pending.  Then, after running Receiving Transaction Processor it will create Receiving transaction in the Receiving Transactions history table (RCV_TRANSACTIONS)
