High Workflow Notification Counts can cause Performance Issue When Navigating Between Self-Service Pages

Symptoms
While using Oracle E-Business Suite 12.2, Self-Service Web Page performance is very poor. It is taking longer than expected to navigate from one page to the next, ~15 seconds or more in most cases.
Steps to reproduce the issue:
1. Login to Oracle E-Business Suite and navigate through Self Service Pages. Notice the following:
- The login page taking too much time to load.
- The OAF_HTML pages taking a long time to open.
- The overall navigation time between the pages is very long.
A review of an AWR report during the time of the performance issue shows the following WF related SQLs as Top SQLs:

This usually happens after the upgrade from EBS 12.1+ to EBS 12.2+ but could occur at any time if Workflow Notifications become too numerous.
